Dulverton Waste Management was established as a Joint Authority under the Local Government Act 1993 by the Central Coast, Devonport City, Kentish and Latrobe Councils. Our organisational setup, led by a skills-based Board of Directors, is committed to delivering outstanding governance, compliance and reporting performance across environmental, social and financial measures.

The Cradle Coast Waste Management Group is a collaboration between seven local councils of North West Tasmania to reduce landfill waste and improve recycling performance. The Group sets an annual plan and budget derived from a regional voluntary waste levy and guides implementation of the plan by DWM’s Cradle Coast Waste Services.

The membership of the Authority consists of two Representatives from each participating council to act on their behalf. The Representatives’ powers and duties are to periodically review the performance of the Board and individual directors, set terms of office and remuneration and approve corporate plans.

Paul West worked in local government in Tasmania for 30+ years. After leaving his role as General Manager at Devonport City Council in 2019, Paul established River Road Consulting Pty Ltd a consultancy business that provides specialist advice to both the local government and private sector in all areas of general management, corporate governance, strategic and business planning, project management, budgeting and cost control.
Paul is a former National President of Local Government Professional Australia, is a life member of both the Local Government Professionals Australia (Tasmania) and the Local Government Association of Tasmania.
Paul is also a Commissioner and Delegate with the Tasmanian Planning Commission, Chair of Keystone Tasmania and the Tasmanian Dairy Industry Authority, and a member on the Forest Practices Authority Board.

Heather is a Chartered Accountant, board director and leader with experience operating in complex environments across a diverse range of organisations and sectors spanning audit and advisory, private enterprise, start-ups, and for purpose organisations.
Heather is a principal of a commercial marine business, Vice President of Australian Sailing and an independent member of the Tasmanian Land Conservancy Risk and Audit Committee.
Reflecting a strong focus and commitment to social inclusion and sustainability, Heather’s previous governance roles include youth, disability, education and employment initiatives, and social and affordable housing at scale, most recently as chair of Housing Choices Australia.
Heather holds a Bachelor of Commerce (Honours) from Queen’s University School of Business and is a recipient of the Governor General’s Award (Canada). She is also a graduate member of the Australian Institute of Company Directors.

Currently employed at Liberty Bell Bay as Maintenance Manager.; Jon has a 15 year career in engineering, procurement, project management, asset & maintenance management, and operations management. He has gained experience in the defence and nuclear industry in the UK and then from 2004 has worked in cement, metals processing, mining, rail, and construction industries with companies such as Cement Australia, Rio Tinto, TasRail, Nyrstar and VEC Civil Engineering.
Jon is qualified with a Bachelor of Engineering with Honours, Master of Business Administration, a Diploma in Project Management and is a Graduate of the Australian Institute of Company Directors. He also has qualifications as a Lean Six Sigma Green Belt.
Jon has lived in Launceston since 2008 with his family and enjoys coaching junior soccer in his spare time.

Phillipa resides on the north-west coast of Tasmania and has a passion for biosecurity, sustainable environmental management practices and development in the region. Phillipa is a registered veterinary surgeon with experience that encompasses animal health and biosecurity, aquaculture, environmental management, regulatory compliance from industry and government perspectives, strategic planning, emergency response management and overseeing research and development projects.
Phillipa has served on a not-for-profit board with Tim Blair Run For Kids foundation, been a member of Natural Resources and Environment Animal Ethics Commitee, is a current member of the Marine Farming Planning and Review Panel and an Inspector with the Australian Captial Territory Veterinary Practitioners Board.
Phillipa holds a Bachelor of Veterinary Science from University of Sydney and a Post-graduate Diploma (with Distinction) Veterinary Aquatic Studies from the University of Stirling.
